Support for Low-Income Students
Universitas Islam Sultan Agung (UNISSULA) is committed to supporting students from low-income and economically disadvantaged families not only in gaining access to higher education, but also in continuing and successfully completing their studies. This commitment is implemented through a combination of scholarships, education assistance, affordable campus facilities, student accommodation, and institutional support services.
These initiatives are designed to reduce both financial and non-financial barriers that may affect students’ academic continuity. Together with the Kartu Indonesia Pintar Kuliah (KIP Kuliah) programme and other scholarship schemes, these forms of support contribute to creating an inclusive university environment in which students from different socioeconomic backgrounds can participate fully in academic and student life.
Financial and Educational Assistance through LAZIS Sultan Agung
One of UNISSULA’s important mechanisms for supporting economically disadvantaged students is the LAZIS Sultan Agung Scholarship. The programme specifically provides educational financial assistance to UNISSULA students from low-income families. The duration and amount of assistance are determined by the Lembaga Amil Zakat dan Sodaqoh (LAZIS) Sultan Agung according to the applicable programme and the needs of recipients.
This programme demonstrates how the Islamic social finance mechanism of zakat, infaq, and sadaqah is integrated into student support within the Sultan Agung educational environment. By directing financial assistance towards students facing economic difficulties, LAZIS Sultan Agung helps reduce the risk that financial hardship will interrupt students’ education.
The LAZIS scholarship complements other financial assistance available at UNISSULA, including KIP Kuliah and external scholarship programmes. Together, these mechanisms provide multiple pathways of financial support for students from economically disadvantaged households.
Affordable Food Access through KUMAIRA
UNISSULA supports students’ daily needs through the availability of KUMAIRA (Kuliner mahasiswa rahmatan lil alamin), the university’s centrally managed food and commercial facility. UNISSULA’s institutional standards identify KUMAIRA as the university’s centralised canteen facility, while official university information describes it as a food court where students can access meals and other services at prices suitable for student budgets.
KUMAIRA provides students with convenient access to food within the campus environment, reducing the need to travel outside the university area to obtain daily meals. Its presence is particularly beneficial for students managing limited living budgets, as affordable food options within walking distance of academic facilities can help reduce students’ daily expenditure.
Rather than positioning KUMAIRA as a free food programme, UNISSULA regards the facility as part of its broader effort to ensure that essential campus services remain accessible to students from diverse economic backgrounds.
Combined with financial assistance provided through KIP Kuliah, LAZIS Sultan Agung, and other scholarship mechanisms, access to affordable campus food contributes to an environment that helps students manage their daily living costs while remaining focused on their studies.

Housing Facilities – Student Dormitory and Pesantren Mahasiswa Sultan Agung
UNISSULA also provides residential facilities to support students who require accommodation during their studies. The university officially identifies student dormitories (Rusunawa/Asrama) as part of its campus facilities, particularly supporting students who come from outside Semarang and students participating in designated university programmes.
UNISSULA’s residential system also includes Pesantren Mahasiswa Sultan Agung (Pesanmasa). The student residence provides accommodation facilities including furnished bedrooms, Wi-Fi, common areas, parking facilities, sports facilities, a canteen, Pesanmasa Mart, laundry services, and a student health unit. These facilities create a supportive residential environment in which students can live, study, participate in religious development, and undertake academic activities within the university environment.
The university’s infrastructure standards also recognise student dormitories as an institutional facility managed through the Sultan Agung student boarding system.
For students coming from outside the city, access to university-managed accommodation can reduce uncertainty related to finding appropriate housing and provides a structured living environment close to academic facilities. UNISSULA also maintains institutional mechanisms for legal support and advocacy. Through its Bureau of Law (Biro Hukum), the university coordinates legal enforcement, advocacy, legal considerations, and legal assistance related to matters affecting UNISSULA. The Bureau also provides legal awareness and information to university leaders, lecturers, staff, and students.
UNISSULA has also demonstrated its capacity to provide direct legal assistance to students when legal problems could affect their welfare and academic continuity. In a documented case involving UNISSULA students, the university provided legal representation through its legal consultation and assistance mechanism.
Such legal support is important because legal problems can create significant financial, psychological, and academic burdens for students. Providing access to institutional legal advice and advocacy therefore represents another form of non-academic support that can help students manage difficulties that may otherwise disrupt their education.

For students who can be verified as belonging to the bottom financial quintile, these mechanisms are particularly important because financial disadvantage often affects more than the ability to pay tuition fees. Costs associated with food, accommodation, daily living needs, and unexpected personal difficulties can also influence retention and successful completion.
By addressing several of these challenges simultaneously, UNISSULA seeks to ensure that economically disadvantaged students are supported throughout their academic journey rather than only at the point of admission.
Supporting Research and Evidence-Based Financial Assistance
UNISSULA’s commitment to improving the targeting of financial assistance is also reflected in academic research conducted within the university. A 2024 study deposited in the UNISSULA Repository examined a decision-support system for determining scholarship recipients at UNISSULA. The study considered socioeconomic indicators including parents’ occupations, monthly household income, housing conditions, number of siblings, and academic performance in identifying students eligible for scholarship assistance.
Earlier UNISSULA research also examined the selection of recipients of the Bidikmisi programme, the predecessor of KIP Kuliah, specifically recognising the programme as financial support for academically capable students from economically disadvantaged families.
These studies demonstrate academic attention within UNISSULA to the challenge of accurately identifying students who require financial assistance and ensuring that scholarship support reaches appropriate beneficiaries. They also reinforce the importance of using measurable socioeconomic criteria when targeting assistance towards low-income students.
