1.3.2 Bottom financial quintile student success
Supporting the Success and On-Time Graduation of Low-Income Students
In addition to providing admission opportunities for students from low-income and economically disadvantaged families, Universitas Islam Sultan Agung (UNISSULA) is committed to supporting these students throughout their studies. One of the main mechanisms is the Kartu Indonesia Pintar Kuliah (KIP Kuliah) programme, which provides continuing financial assistance to eligible students and helps reduce the risk of students discontinuing their education because of financial difficulties.
UNISSULA implements KIP Kuliah through a structured admission, verification, and selection process. Prospective recipients are required to register through the national KIP Kuliah system and the UNISSULA New Student Admission system. The university subsequently conducts document verification, surveys, and interviews to assess applicants’ eligibility. This process helps ensure that financial assistance reaches students who genuinely face economic constraints.
For the 2026/2027 academic year, UNISSULA continues to provide a dedicated KIP Kuliah admission pathway across a range of undergraduate and diploma programmes. Students accepted as KIP Kuliah recipients receive tuition fee support and a monthly living allowance, helping them meet both educational and basic living expenses while pursuing their studies. UNISSULA publicly states that KIP Kuliah recipients receive tuition support together with a monthly living allowance provided by the government.
Financial support through KIP Kuliah is provided according to the normal duration of each study programme. This arrangement is important because it does not merely enable students from disadvantaged backgrounds to enter higher education; it also creates a framework that encourages them to maintain satisfactory academic progress and complete their studies within the standard study period.
Under the national KIP Kuliah scheme, the maximum duration of financial support for regular programmes is:
- Undergraduate (S1) and Diploma 4 (D4): up to 8 semesters
- Diploma 3 (D3): up to 6 semesters
- Diploma 2 (D2): up to 4 semesters
For eligible professional programmes, the national scheme also provides support according to the standard duration of professional education, including:
- Medical Doctor and Dentist Professional Programmes: up to 4 semesters
- Nursing (Ners), Pharmacist, and Midwifery Professional Programmes: up to 2 semesters
These maximum periods of financial support establish a clear timeframe within which recipients are expected to progress toward graduation. Consequently, KIP Kuliah functions not only as an access mechanism but also as an important instrument for supporting retention and timely completion among students experiencing financial disadvantage.
Academic and Counselling Support
Financial assistance is complemented by UNISSULA’s academic guidance and counselling mechanisms. The university’s academic regulations establish guidance and counselling services to assist students in overcoming academic, personal, and career-related challenges and to support them in completing their studies as efficiently as possible.
The available forms of assistance include personal counselling, academic counselling, career guidance, personality assessment, group problem-solving support, and tutorial assistance for students experiencing academic difficulties. At faculty level, these services may involve Academic Advisors (Dosen Wali), faculty counsellors, psychological counselling services, and university-level learning support services.
Through Academic Advisors, students can receive continuous guidance regarding their academic performance, study planning, course progression, and problems that may affect the completion of their studies. This support is particularly important for scholarship recipients and students from economically disadvantaged households, as financial difficulties may be accompanied by academic, social, or psychological challenges.
UNISSULA also provides access to student health and psychological support within the university’s broader healthcare ecosystem. In cooperation with Sultan Agung Islamic Hospital (RSI Sultan Agung), students have access to healthcare services, including psychological and mental health support when needed. These services complement academic assistance by promoting students’ physical and psychological well-being throughout their period of study.
Monitoring and Sustainable Support
The KIP Kuliah scheme also incorporates continuous monitoring of recipients. Higher education institutions are responsible for evaluating recipients’ academic achievement, enrolment status, and continued economic eligibility. Where academic performance declines, students may receive academic guidance and support before further decisions regarding their scholarship status are made. This monitoring mechanism encourages both universities and students to maintain academic progress toward successful and timely graduation.
Through the combination of tuition assistance, living-cost support, academic advising, counselling, health services, and continuous academic monitoring, UNISSULA seeks to ensure that economically disadvantaged students are supported not only at the point of admission but throughout their entire academic journey.
For students who can be verified as belonging to the bottom financial quintile, these mechanisms provide an important pathway from access to successful completion of higher education. UNISSULA’s approach therefore reflects a broader commitment to educational equity by reducing financial barriers, supporting student retention, promoting on-time graduation, and providing an environment in which students from disadvantaged socioeconomic backgrounds can succeed academically.
This initiative contributes directly to SDG 1: No Poverty by expanding opportunities for economically disadvantaged students to obtain higher education qualifications. By supporting students from admission through graduation, UNISSULA helps ensure that financial limitations do not prevent talented students from completing their education and improving their future socioeconomic opportunities.
